Project Tiger Directorate in the Ministry of Environment and Forests (MoEF), Government of India is designing and developing the Biodiversity Conservation and Rural Livelihood Improvement Project to be implemented in around 6 Protected Area landscapes around the country. The Project preparation will be a consultative process involving all key stakeholders, in particular the local communities. For this purpose, a social and environment assessment has to be prepared separately by the borrower i.e. Government of India. Accordingly, as per requirement the Government of India intend to hire services of competent consultant(s) for the preparation of social and environmental assessment. The Consultants’ team should have extensive experience in environmental and social assessment in the context of biodiversity conservation and sustainable livelihoods. Experience in forestry, protected area management, planning/implementation of ecodevelopment approaches, community based approaches to natural resource management, landscape based planning, participatory approaches, sustainable rural livelihoods, livelihood development, gender, institutional development at village level etc. are essential.
The Ministry of Environment and Forests, Government of India now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). A short list will be prepared from among the applicants for communication of letter of invitation for submission of proposals in due course.
A consultant will be selected in
accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by
World Bank Borrower [May 2004] and the norms of the Government of India.
