Minutes of the Meeting of Grants-in-Aid Committee for Greening India Scheme of NAEB, was held under the Chairmanship of Shri K.B. Thampi, IGF(NAEB) on 1st November, 2007 for consideration of Project proposals received from North Eastern States and Rest of Indian States for Financial Assistance during 2007-08 for Tree Planting, Establishment of High-Tech & Satellite Nurseries and Awareness Raising Activities.
The meeting of the Grants-in-Aid Committee for Greening India Scheme to consider the project proposal recommended by PCCFs from various implementation agencies of North Eastern States and Rest of India, for financial Assistance during 2007-08, for Tree Planting, Establishment of Hi-Tech & Satellite Nurseries and Awareness Raising Activities was held in the chamber of IGF (NAEB) at 11.00 A.M. on 01.11.2007.
The meeting was chaired by the IGF (NAEB) and the following members of the Committee have attended the meeting:-
(i) IGF (NAEB) – Chairman
(ii) DIGF (NAEB)- Member Secretary
(iii) Director, EE-Division, MoEF.
(iv) Deputy Secretary, Forest Finance(NAEB)
(v) Dr. Koildhasan Manoharan, Director, Global Society, Centre for Environment and Social Welfare, 1024 Thevaram Palace Building, near Bus Stand, Theni-625531, Tamil Nadu.
2. The Committee was informed about the budgetary outlay both for the N.E. States and R.O.I. After assessing the requirements of funds for the on-going projects, the availability of funds for new projects during 2007-08 was considered by the Committee

Sixty five proposals for Hi-Tech nursery, 10 for Satellite nursery 3 for awareness and 327 proposals for tree plantation had been received. Five proposals were not found enclosed. Out of 327 proposals received for Tree Plantation in respect of ROI and NE States, 277 proposals were processed on the basis of priority list received from the State Forest Departments and were placed before the GIA Committee. The Tree Planting proposals include 15 proposals from SFD’s, Army, Village Forest Committees, Gram Panchayats, etc. The Committee deliberated over the principle, and decided that the proposals may be considered in the following order of priority, given the constraint of fund availability:-
Hi-Tech Nurseries à Awareness Generation à Tree Planting by Indian
Army/ Railways/State University/Gram Panchayts etc. à Tree Planting by Voluntary Agencies (VAs).
3. Further, where district wise priority has been indicated for the proposals instead of State priority, the forest cover of the district was kept in view while recommending the proposals for afforestation.
4. The Grants-in-Aid Committee was of the opinion that the voluntary agencies(VAs) must submit an undertaking to the effect that they have not received/proposed to receive financial assistance from other sources for the same project, before actual release of fund.
5. The financial assistance as far as possible may be released to the voluntary agencies through ECS, if possible.
6. It was observed that a large number of document mentioned in the checklist have not been provided in some of the proposals. The Committee examined this matter and decided that the following documents would be considered necessary for recommending the cases by the Grants-in-Aid Committee:-
(a) Attested copies of the Registration Certificate and Memorandum of Association
(b) Audited Statement of last 3 years.
(c) Status and details of land.
(d) Location map
(e) Pre appraisal report by an officer not below the rank of DFO/ACF.
(f) Bank Accounts.
(g) Certificate with Photograph duly attested by Gazetted Officer (Part-II of the Form).
7. It has been recommended by the Grants-in-Aid Committee that before the release of the 2nd Installment, the Voluntary Agency will submit the map of the project area duly countersigned by the concerned forest officer. The remaining papers, as per checklist, will have to be submitted before the second installment is released. All these papers should be routed through the concerned DFO/ACF/Range Officer.
7. The name of VA’s whose cases have been recommended must be cross-checked with the list of black listed VA’s maintained in this Ministry. The Committee also suggested that Voluntary Agencies who are completing their Project Proposals during the current Financial year may not be considered during the same Financial Year.
8. The following proposals relating to High-Tech/Satellite Nurseries and Awareness Generation received from the State Forest Departments were put up before the committee for their consideration and recommended as under :
