It was established in 1977 as Regional Research Centre of FRI and Colleges, Dehra Dun. The Centre is now functioning as an idependent Institute under the control of ICFRE and is responsible for the research needs of the hill states of Himachal Pradesh and Jammu and Kashmir.
The major field of research revolves around the regeneration of temperate forest, afforestation/rehabilitation of cold deserts, forest conservation and ecological rehabilitation of Himalayas.
The Institute has contributed significantly to artifical regeneration of silver fir (Abies pindrow)and spruce (Picea smithiana) by research on their seed, nursery and planting technology. Other notable achievements of the Centre include,development of nursery and planting technique of broad leaved associates of conifers like oaks,bird cherry, acer, maple and cold desert species of Hippophae, Rosa Webbiana, Prunus armeniaca,poplars and willows; management of alpine pastures and ecological/hydrological studies in different coniferous ecosystems.
