NOTIFICATION
In exercise of the powers conferred by sub-section (1)
of section 5B of the Wild Life (Protection) Act, 1977 (53 of 1972), read with
rule 11 of the National Board for Wild Life Rules, 2903, the National Board for
Wild Life hereby constitutes the Standing Committee of the National Board for
Wild Life consisting of the following members, namely:-

Rajya Sabha
Foundation
for Revitalization of Local Health Traditions,
Bangalore.
Ms.
Dilnawaz Wariava
Shri.
Ravi Singh

to the Government of India in charge of the
Ministry of Environment and Forests.
The
Director General of Forests in the Ministry of
Environment and Forests.

2 Powers of the Standing Committee:
Subject to the general superintendence, direction and
control of the National Board for Wild Life, the Standing Committee may
exercise all the powers exercisable by the National Board for Wild Life under
the Wild Life (Protection) Act, 1972 (53 of 1972) or the rules made there
under, unless otherwise specified in this notification.
3 Duties and Functions of the
Standing Committee:
The Standing Committee
shall perform the following duties, namely:
i) to promote
the conservation and development of wild life and forests by such measures as
it thinks fit;
ii) to advise the Central Government a!1d
the State Governments on the ways and means of promoting wild life conservation
and effectively controlling poaching and illegal trade of wild life and its
products;
iii) to make recommendations
on setting up of and management of National Parks, Sanctuaries and other
Protected Areas and on matters relating to restriction of activities in those
areas;
iv) to carryout or
cause to be carried out impact assessment of various projects and activities on
wild life or its habitat;
v) to review from
time to time, the progress in the field of wild life conservation in the
country and suggest measures for improvement thereto; and
vi) to prepare and publish a status report on wild life in the
country once in two years.
4 Meetings:–
i) The Standing Committee shall
ordinarily meet once in three months at a place to be decided with the approval
of the Chairman.
ii) The Member-Secretary shall prepare
agenda items for the meeting, obtain approval
of the Chairman and circulate it to all members at least fifteen days prior to
the date of such meeting.
iii) The Member-Secretary shall prepare the
minutes of the meeting and circulate it
to all members within thirty days of the meeting after obtaining approval of the
Chairman.
iv) The Member-Secretary shall also initiate follow up action
on the decisions of the Standing Committee.

5 Disclosure of interest by members
:–
If any member of the Standing Committee or
any member of his family has any interest in a proposal submitted for
consideration of the Standing Committee, the member shall disclose the extent
of his interest in the proposal.
6 Presiding over the
meetings of the Standing Committee: –
The Chainman shall preside at every
meeting of the Standing Committee at which he is resent, and in his absence,
the members present shall elect one of them to preside, at that meeting.
7 Quorum:
-
i) The quorum necessary for the
transaction of business at a meeting of the Standing Committee shall be
one-half of the total number of members.
ii) If at any time there is no quorum, the
Chairman or the person presiding over a meeting shall adjourn the meeting until
there is a quorum.

Record of business : -
i) The
record of business transaction at every meeting of the Standing Committee shall
be prepared by the Member-Secretary for approval by the Chairman or the Member
presiding at such meeting.
ii) When any business is transacted by
circulation of papers, the Member-Secretary shall prepare a record of the
business so transacted for approval by the Chairman of the Standing Committee
permitting the circulation.
iii) The record of business transacted at
every meeting of the Standing Committee shall be approved and signed by the
Chairman or the member presiding at such meeting, and the approved record of
business shall be circulated to all the members.
iv)
All
records shall be maintained by the Member - Secretary of items of business
transacted by the Standing Committee or the committees, sub committees, task
forces, study groups or advisory bodies thereof.

Delegation of powers to appoint Committees, etc :-
i)
On behalf of the National Board for Wild Life, the Standing Committee may exercise its powers under sub
section 3 of section 5-B of the Wild Life (Protection) Act, 1972 to constitute
committees, sub committees, study groups, task forces or advisory bodies as may
be necessary.
ii)
The Standing Committee shall also determine the terms of
reference, tenure, membership and other related aspects as may be necessary in
respect of such committees, sub committees, study groups, task forces or
advisory bodies as may be constituted by it.
