The Forest Policy Division provides policy support in respect of forestry matters, and reviews the forest policy and also its relation to policies of other relevant sectors. It also provides inputs to international forest policy processes. Various legal issues viz., the State/Central Bills related with the forestry matters which require the assent of the President of India are also examined by the Division.
1. National Forestry Action Programme (NFAP)
The National Forestry Action Programme is a comprehensive strategic long-term plan for the next 20 years to address the issues underlying major problems of the forestry sector in line with the National Forest Policy, 1988. The objective of the NFAP is to bring one-third area of the country under forest/tree cover and to arrest deforestation for achieving sustainable development of forests. 2. Indian Forest Act, 1927
The Division also deals with legal issues such as Indian Forest Act, 1927 which provides legal framework for management of forests in the country. In some States, the Act is applicable as it is, while some of the States have enacted their own which in essence, are the adopted versions of the Indian Forest Act 1927.
As forestry has undergone many conceptual changes since adoption of this Act it has been decided to bring amendments to this Act in conformity with recent scenario.
3. National Forest Commission
The constitution of National Forest Commission has been notified on 7/2/2003 by the Ministry of Environment and Forests to review the working of the Forests and Wildlife Sector with the following terms of reference:
Review and assess the existing policy and legal framework and their impact in a holistic manner from the ecological, scientific, economic, social and cultural viewpoint.
Examine he current status of forest administration and the forestry institutions both on all India and State level to meet the emerging needs of the civil society.
Make recommendations indicating policy options for achieving sustainable forest and wildlife management and development, bio-diversity conservation and ecological security.
Suggest ways and means to make forest administration more effective with a view to help to achieve the above policy options.
Establish meaningful partnership and interface between forestry management and local communities including tribals.
