Resolution
New Delhi, the 29th September, 2004
S.O.1068(E) - Whereas by he Resolution of the Government of India in the Ministry of Environment and Forests number G.S.R. 736(E), dated the 26th August, 1992 (hereinafter referred to as the said Resolution), the Central Government have decided to institute a scheme of National Awards to encourage industries and operations o take significant steps for prevention of Pollution;
And, whereas, the Central Government, in the Ministry of
Environment and Forests, have decided to amend the said Resolution;
In the said Resolution, -
(1) for paragraph 8, the following shall be substituted, namely:-
"8. The criteria/eligibility for selection,
of awardees shall be based on the following considerations:-
(i)
Replicability
of the environmentally friendly technology for highly polluting industries,
(ii)
Innovativeness/creativity
of clean technology,
(iii)
Tangible impact in relation
to resources employed (spread and intensity),
(iv)
Success in defining environmental
pollution needs, meeting pollution prevention goals, and overall improvements
to the quality of air, water and land,
(v)
Soundness of approach,
scientific design, and cost effectiveness,
(vi)
Abatement, including
reduction in the effluents and emissions,
(vii)
Substantial and steady
reduction in the effluents and emissions,
(viii)
Reduction of risk to the
community living in the vicinity of units handling hazardous chemicals,
(ix)
Any other identifiable,
specific and significant contribution towards the manufacture of environmentally
friendly products and development and use of environmentally sound technologies
and aiming at specific target groups,
(x)
Sustainability of the
developed environment friendly technology from financial, social and ecological
aspects,
(xi) Any other identifiable, specific and significant contribution towards the manufacture of environmentally friendly products and development and use of environmentally sound technologies and aspects such as voluntary afforestation and even pioneering work in research towards environment friendly technology and maximum amount of recycling possible in that category of industries",
(2) for paragraph 10, the following shall be substituted, namely:-
"10. Procedure of submission of nominations: Adequate publicity shall be given to invite nominations for the awards each year. Past awardees of National Environmental Awards eg. Indira Gandhi Paryavaran Puraskar etc. or any organisation connected with the industry and commerce, such as, Industrial or Commercial Associations or Industrial Promotion Corporations, State Pollution Control boards/Pollution Control Committees may nominate any industrial unit from the categories of industries given in paragraphs 4 and 5 of the aforesaid Resolution, for the awards alongwith an application from the industry concerned, in the prescribed Proforma duly filled in, as given below:-
1. Name and address of the industrial unit:
2. Name and address of the proposer (person/organisation):
3. Categories of industrial unit (large/small scale):
4. Details of previous awards received, if any:
5. Significant contribution made by the industrial unit (a brief writes up on the specific contribution on innovative clean-technology, sustainability, broader users or target groups etc.):
The detailed nominations shall be sent to the Ministry of Environment and Forests (Pollution Control Division), New Delhi on a date to be published every year";
(3) in paragraph 11, the words "The sponsoring authorities shall forward their nominations to the officer incharge Pollution Control in the Ministry of Environment and Forests on a date to be published every year" shall be omitted";
(4) in paragraph 12, in sub-paragraph (iii), the words "Director General, Technical Development" shall be omitted.
