Introduction:

IGPP Award was instituted in 1987 by the Ministry of Environment and Forests (MoEF), Government of India. This national prize on environment is named after the former Prime Minister of India late Shrimati Indira Gandhi and shall be known as 'Indira Gandhi Paryavaran Puraskar'.

The Prize will be given each year on any Environment related occasion for significant contributions in the field of environment, which are recognized as having measurable impact on the protection/overall improvement of the environment.

Nature of the Prize:

From the year 2009 onwards, the Puraskar for Organization category carries two cash prizes of Rupees Five lakh each with Silver Lotus Trophy and for Individual category Three prizes of Rupees Five lakh, Three lakh, Two lakh each along with Silver Lotus Trophy.

Eligibility:

Any citizen of India or Indian organisation engaged in the Scientific Work/Field Work for the cause of protection of Environment is eligible.There is no age limit for individuals.The term 'ENVIRONMENT' shall be interpreted in the broadest sense possible. Following is an indicative but not exhaustive list of work areas concerned:

  1. Prevention of Pollution.
  2. Conservation of Natural Resources.
  3. Rational use of depletable resources.
  4. Environmental Planning and Management.
  5. Environmental Impact Assessment.
  6. Outstanding field work (innovative research work) for enrichment of environment e.g. afforestation,land reclaimation,water treatment,air purification,etc.
  7. Environmental Education.
  8. Creating awareness of environmental issues.

Procedure for Submission of Nominations:

Adequate publicity shall be given to the prize for inviting nominations each year. After a month, the advertisement for the award shall be published again in the prominent newspapers for adequate publicity. Any citizen of India can recommend a name for the award. Self nominations will not be considered. The nominations must be accompanied by the following details:

  1. Name and address of the Nominee.
  2. Area of work.
  3. Significant contributions made by the nominee.
  4. Measurable impact or likely impact of the Nominee's work in the field of environment.

The last date for reciept of nominations shall be 5th September every year. The nominations signed by Proposer should be sent in registered confidential sealed cover marked 'Indira Gandhi Paryavaran Puraskar' or through E-mail to the Stat. Advisor (EI), Ministry of Environment and Forests, CGO Complex, Lodi Road, New Delhi-110 003. (INDIA).

Environmental Prize Committee:

On reciept of nominations,the Ministry of Environment & Forests will circulate the list of nominees along with the detailed statement of work and attainment of each candidate to the members of the Environmental Prize Commmittee .The Committee will have seven members as given below :

  1. Vice-President of India(Chairman)
  2. Speaker of Lok Sabha
  3. Minister in charge of Environment
  4. 3 Expert Members *
  5. Secretary of the Ministry of Environment and Forests will act as Member -Secretary of the Prize Committee

Note: * - The Ministry of Environment and Forests will prepare annually a panel of 9 Expert Members consisting of legal experts, scientists, industrialists etc. The panel will not include any government official. The three expert members will be chosen out of this panel of nine with the approval of the Prime Minister.

Criteria for Selection:

The Prize Committee would,among other things take into account the following criteria for contribution and merits of the nominee's work in the area of Environment.

  1. Replicability
  2. Innvovativeness/creativity
  3. Target groups:
  4. Over and above call of duty
  5. Tangible impact in relation to resources employed (spread and intensity)
  6. Educative value
  7. Sustainability (financial, ecological and social)

Hwever, the experts would make their independent assessement keeping in mind these criteria and any other relevant information available with them.

The Prize Committee can also suggest/select any individual or organisation for which the nominations might,or might not have been received for the year(s) under consideration.

The prize may be witheld by the Government in any year, if in the opinion of the Committee, no meritorious nomination is received.

Presentation:

The prize will be given at a formal ceremony to be arranged by the Ministry of Environment and Forests on the occasion related to Environment each year. At the ceremony citation on the recipients of the Award will be read out. The recipients of the award may deliver an address on the occasion highlighting the importance and relevance of their works.
