The PCF is intended to invest in projects that will produce high quality greenhouse gas emission reductions that could be registered with the United Nations Framework Convention on Climate Change (UNFCCC) for the purposes of the Kyoto Protocol. To increase the likelihood that the reductions will be recognized by the Parties to the UNFCCC, independent experts will follow validation, verification and certification procedures that respond to UNFCCC rules as they develop.

The Swedish Energy Agency is the central administrative authority for matters concerning the supply and use of energy. There work is aimed at the establishment of safe, efficient and environmentally benign supply and use of energy. This is done in a number of ways, such as supporting research into renewable energy sources, technology procurement of energy efficient products and investment grants intended to encourage the development of renewable energy processes. They also participate in international cooperation in the energy sector, including matters concerned with climate.
